Robert J. Marquez Jr. is a public safety, emergency management, and community governance professional with more than 27 years of experience across federal, state, local, and educational sectors. He currently serves as a School Safety and Security Specialist with the Harris County Department of Education’s Center for Safe and Secure Schools, leading school safety audits, emergency exercises, emergency operations planning, and regulatory compliance efforts. He also serves as a Houston UASI Regional Collaboration Committee Voting Member.
Previously, Mr. Marquez held executive leadership positions with Goose Creek CISD and Houston ISD, overseeing districtwide safety programs, emergency management, interagency coordination, and crisis response operations. His work has contributed to successful audits, enhanced preparedness, and improved school safety outcomes.
In addition to his professional experience, Mr. Marquez has served as a City Council Member, Planning and Zoning Commissioner, and Economic Development Corporation Board President, providing leadership on policy, economic development, and community planning. He also served as a Nuclear Emergency Planner at Comanche Peak Nuclear Power Plant.
His background includes service with the Pentagon Force Protection Agency and the United States Marine Corps, where he led security operations, emergency response initiatives, and critical infrastructure protection programs.
Mr. Marquez holds a Master of Public Administration in Disaster Management and a Bachelor’s Degree in Disaster and Emergency Management. He is a certified specialist in school safety audits, emergency operations planning, and threat assessment, and is an instructor for programs including CRASE, Digital Threat Assessment, and Standard Response Protocol/Standard Reunification Method.
