Frank Straub, Ph.D., LLP is the President and founder of The Violence Intervention Group, a team of subject matter experts dedicated to the prevention of targeted violence.
For more than 10-years, Dr. Straub has provided consulting, technical assistance and training services to government agencies, not-for-profit and for-profit organizations to support and build their capacity to prevent, respond to, and recover from targeted violence events.
In 2024, he led an international after-action review of the public safety response to the 2019 Mosque shootings in Christchurch, New Zealand and testified before the Christchurch Coroner’s Inquest. He has also led after-action reviews of the public safety response to the San Bernadino terrorist attack, the Pulse night club attack, the Kalamazoo (MI) mobile mass shooting, the Marjory Stoneman Douglas High School attack, and the University of North Carolina-Charlotte campus shooting.
Dr. Straub leads the national averted school violence database in collaboration with Safe and Sound Schools. The ASV database records, analyzes and reports information regarding K-12, college, and university attacks. He has led training and technical assistance projects funded by the US Department of Homeland Security to support the development and implementation of targeted violence and terrorism prevention programs. He is currently leading a US Department of Justice funded project to develop an e-Guide for school-based behavioral threat assessment and management teams serving students with special needs. Dr. Straub has testified before Congress, participated in White House briefings, and served on DHS and DOJ school safety and behavioral threat assessment working groups.
Dr. Straub served for 30-years in federal, state and local law enforcement. He led law enforcement and public safety agencies in New York, Indiana, and the State of Washington. He served as the New York City Police Department’s Deputy Commissioner of Training and Assistant Commissioner of Counterterrorism immediately following the 9/11 terrorist attacks.
Dr. Straub earned a Ph.D. in Criminal Justice, a MA in forensic psychology and a BA in Psychology. He holds a masters-level psychology license.
Dr. Straub is a frequent contributor to national and international media organizations and has spoken at national and international conferences regarding the prevention of targeted mass violence, behavioral threat assessment, and community mental health issues.

Managing High-Risk Students in the Community
As behavioral threat assessment and management continues to be recognized as a best practice for targeted school attacks we have been left with a conundrum - how do we manage students that have been determined to be at high-risk for violence in our communities?The presentation will explore targeted violence, warning signs of potential violence, and identify promising community-based practices to intervene and support students who represent a high-risk for violence in a community context. These challenges will be explored through the Paw Paw High School (MI) case study. Additionally, data from the Averted School Violence database will be used to provide additional context to the discussion.
