The U.S. Department of Justice announced a $127.5 million settlement resolving 40 civil cases including 16 of the 17 families of shooting victims of the 2018 Parkland mass school shooting, where 17 people were killed and 17 were wounded.
Everytown for Gun Safety, a nonprofit that advocates for gun control, reports that the “first half of the 2021-2022 school year had the most school gun violence in recent history.”
Gun violence in schools has been a growing concern for years and has been exacerbated by the pandemic. As students return to in-person learning, violence is pouring into school buildings and nearby neighborhoods. With the increase in school violence, particularly gun-related violence, comes an increase in settlements.

OrlandoKirk Carpenter spent thirty-one years in public education, all in the Aztec Municipal School District. While in the district, Carpenter spent eight years as a teacher. The last twenty-three years have been spent in administration, six years as Assistant Principal, two and a half years as Principal, two and a half as Deputy Superintendent, and twelve years as Superintendent. Coaching football and baseball were important parts of Carpenter’s career for a total of fourteen years.
At the state level, Carpenter served on the Board of the New Mexico Activity Association, was the President for the Board of the Cooperative Educational Services for the State of New Mexico, President of the New Mexico Superintendent’s Association, and on the board of the New Mexico Coalition of Educational Leaders. Carpenter considers one of his greatest accomplishments to be the Sandy Hook promise programs, and helping to bring them to other superintendents and school districts in the State of New Mexico.
In 2014, Carpenter received one of the highest honors in his educational career when his fellow Superintendents voted him as the New Mexico Superintendent of the Year. Additionally, in 2021 he was inducted into the New Mexico Coalition of Educational Leaders Hall of Fame. Dr. Straub last served as the Chief of the Spokane, Washington, Police Department, where he received national recognition for the major reforms, community policing programs he implemented and significant crime reductions achieved during his tenure.
He holds a Ph.D. in Criminal Justice, from the City University of New York’s Graduate Center, an M.A. in Forensic Psychology from John Jay College of Criminal Justice, and a B.A. in Psychology from St. John’s University. He co-authored a book on performance-based police management and published several articles regarding community policing, police reform, and jail management.In 2018, a planned attack at the Paw Paw High School (MI) was averted. In 2021, shortly after the person was released from a juvenile facility and supervision, he committed a homicide/suicide on a pier in resort community of South Haven (MI). Researchers from the National Policing Institute and Michigan State University, Department of Psychiatry will present a case study of the events to demonstrate the challenges of managing adolescents in community settings who are at-risk of committing an act of targeted violence. The researchers will also provide a short presentation on the Oxford High School Shooting using publicly available information. The presentation will highlight the need for ongoing engagement and management of persons of concern in the community to reduce dangerousness and support rehabilitation.
The case study presents valuable lessons learned for public safety, educators, behavioral health professionals and juvenile/criminal justice officials. Specific emphasis is placed on the need for collaborative multidisciplinary interventions to prevent acts of targeted mass violence that endure after mitigating the initial crisis.- Upon completion, participants will be able to identify behaviors that may indicate an act of future planned violence.

Officer Wicks has previously served as a member of the Colorado Human Trafficking Council Data and Research Task Force. He served as speaker and researcher at the University of Denver's Human Trafficking Center and is currently a board member at the Laboratory to Combat Human Trafficking, leading its policy committee. He is also an independent researcher focused on transnational organized crime in diaspora communities, terrorist propaganda, and violent social movements. His research has been published in Small Wars Journal, The Global Network on Extremism and Technology, The International Centre for Counter-Terrorism (The Hague), and The International Institute for Counter-Terrorism (Israel), the African Jihad, and the Institute for Security Studies (Africa). Chris spent 4 years driving both special education and regular education routes. In 2006, Chris was hired as the Director of Transportation for Greater Albany Public Schools in Albany, Oregon. In January of 2013, he returned to the Eugene School District as their Director of Transportation and Fleet Services. In January of 2021, Chris was hired as the Director of Transportation for David Douglas School District in Portland, Oregon. He has presented numerous driver and administrative trainings on the local, state and national levels. Chris’s passion lies with helping others in the pupil transportation industry. From driver training to administrative mentoring, Chris loves to help others learn and grow while also continuing to broaden his knowledge base within pupil transportation.This presentation will help prepare for responding to the unthinkable: a fatal wreck that involves a school bus or other district vehicles. Two fatal wrecks will be discussed, one involving a school bus driver and the other involving another driver who was fatally injured. We will discuss preparation, action, response, and decompression techniques as well as key findings to how these occurred.- Preparation: How will you prepare for a potential fatal wreck? This includes mental and physical focus of one's self and staff.

Dr. Lawler's doctoral research focused on methods by which school administrators may disrupt an active shooter event or terrorist attack upon an American school. Dr. Lawler graduated from Strayer University in 1994 with a Master of Science Degree in Business Administration and he is a 1992 graduate of the United States Air Force Academy, where he studied engineering, counterterrorism, and national security and earned a Bachelor of Science Degree in Political Science.
Sean Lawler is a Supervisory Special Agent (SSA) with the US Drug Enforcement Administration (DEA). SSA Lawler has conducted international narcotics investigations in the New York/New Jersey metropolitan area and he currently is assigned as the DEA Aviation Division's Training Officer/Chief Instructor Pilot. Additionally, SSA Lawler serves as a DEA Primary Firearms Instructor, Tactical Instructor, Emergency Medical Technician, and Active Shooter Defense Instructor. Prior to joining the DEA, SSA Lawler was a Major in the US Air Force, where he served as an Instructor Pilot and a Human Intelligence (HUMINT) Case Officer and Combat Interrogator. While serving in HUMINT collections, Sean Lawler was a recipient of the Director of Central Intelligence National Exceptional Intelligence Collector’s Award.

She has worked as a developer of the Neuro-diverse Student Support Program at Stanford University, Department of Psychiatry. Prior to joining Stanford, she was an Assistant Clinical Faculty member at Yale University, Department of Psychiatry and a founding member of Yale's Autism Forensics Team. She has participated in global outreach and provided services in Australia, Saudi Arabia, Qatar, Jordan, Africa, Saipan, Singapore and has developed a school for children with Autism Spectrum Disorders in Bangalore, India.
In 2006 she was added to the Fulbright Scholarship’s Senior Specialist Roster for Autism. She moved to Australia in 2010 and worked at Griffith University in the Department of Arts, Education and Law. Her research focuses on people with ASD who come in contact with the criminal justice system to ensure their humane treatment within the system. She has served as a Special Interest Group Chairwoman at the International Meeting for Autism Research (IMFAR) providing mentoring and leadership in the field of criminality and ASD. She has provided training to secure forensic psychiatric facility staff in England and presented at the International Conference for Offenders with Disabilities. She has published numerous articles and was an expert panelist at the American Academy of Psychiatry and Law conference where she spoke on Risk Assessment, Management and ASD. OrlandoDr. Robert Lopez is the new Director of Graduate Programs in Education. Robert has enjoyed a career in education with a variety of positions as a teacher, coach, athletic director, assistant principal, building principal, and recently as a district administrator overseeing crisis, safety, and student outreach with Waukegan Schools. Robert has worked in higher education as a full-time assistant professor. He has over fifteen years of experience as an adjunct faculty member where he taught in both face-to-face and online classrooms.
Working at Olivet is a “Homecoming” of sorts for Robert. He grew up in Los Angeles, where he attended the First Church of the Nazarene in Pasadena, Ca. His connection with the church provided an avenue to play college basketball while attending Eastern Nazarene College in Quincy, Ma. Robert played point guard during his tenure on a team that had a 20 – 5 record his last year. His fond memories of fellow students, coaches, and professors has left him with a genuine love for Nazarene Colleges and University systems. Robert is thrilled to be a part of the ONU team and family.
Robert’s educational background includes a bachelor’s degree in criminology and master’s degrees in forensic science, sport’s administration, and educational leadership along with a doctorate in educational leadership.
Prior to Robert’s career in education, he worked in law enforcement with various assignments including; patrol, D.A.R.E. instructor, gang unit, school resource officer, investigations, supervision, along with director of public safety.
Robert’s personal faith journey has always been an integral part of his professional career in law enforcement and education. As a police officer, Robert made a concerted effort to always treat everyone with kindness and respect, even in the throes of immensely difficult challenges. As an educator, namely in the public schools, it was not always easy refraining from espousing his Christian values and faith. However, once again, treating everyone with respect and kindness has been an opportunity in itself to be a witness to God’s love.

6th National Student Safety & Security Conference & Workshop 2021
The 6th National Student Safety & Security Conference and Workshop will be held on April 20-22, 2022 and will feature real-world simulations of community response to school shootings and related tragedies. It is the national event to invite leaders representing every sector of society to model a community process to help stamp out all forms of school violence, including shootings, bullying, dating violence, vandalism, gang activity, and catastrophic events such as school massacres. In addition, special workshops will examine latest community resources to fight teenage suicide, alcohol and drug abuse, and aggressive driving among high school and college students. Compelling case studies will be presented over the 3 days of the conference, offering new important findings on headline-grabbing incidents of school violence, their cost to society, and how they have impacted local prevention, preparedness, response and recovery processes. The tabletop exercises, skillfully moderated by risk communicators, will encourage extended audience participation and explore effective methods of communication, coordination and collaboration at the local level.
Role-Playing Topics Include:
Response: Activating the emergency response infrastructure, warning signals, student complaints, first response, protecting targets and hostages, types of violence, survival techniques, news by cell phone, regaining control, chain of command, emergency response routes, evacuation procedures, school closings, notifying parents, anticipating escalation, law enforcement information sharing, medical procedures, dealing with the media, reaction on the Internet. Recovery: Overcoming fear of returning to class, debriefings, victim needs, survivor needs, families of offenders, call-in lines, grief counseling, health services and resources, statements to students and parents, academic support, investigation procedures, removing names, funerals and anniversaries, signals for closure, how to orient new students and their families. In response to the nationwide alarm over youth violence in our schools, the National Student Safety & Security Conference and Workshop Conference invites high school and university administrators, campus security officers, mental health professionals, emergency management experts, first responders and law enforcers, as well other experts to meet Nov 17-19, 2021 in Las Vegas. Our purpose is to create an ad hoc multi-sector crisis management consortium during the event, to be studied as a model by communities around the country.
